The Democratic Republic of Congo’s Foreign Minister warned Sunday that an “attack of unprecedented intensity is taking place in plain sight of the world” as rebel forces and allied Rwandan forces entered the outskirts of Goma.

Thérèse Kayikwamba Wagner spoke at an emergency session of the UN Security Council.

The Rwandan-backed M23 rebel group has made significant territorial gains along the border with Rwanda in recent weeks, closing in on Goma, the provincial capital of around 2 million and a regional hub for security and humanitarian efforts.

The U.N. special representative for Congo, Bintu Keita, told Sunday's emergency meeting that despite the support of international peacekeepers for the Congolese armed forces, M23 and Rwandan forces penetrated the Munigi quarter on the outskirts of Goma.

At the UNSC, Rwanda’s U.N. Ambassador Ernest Rwamucyo blamed Congo’s government, saying “the last three decades, instability, attacks, infiltration, shelling and loss of life due to armed groups activities on Rwandan territory have come singularly from across the border from DRC.“
