The United Nations Security Council on Friday called on Rwanda’s military to end its support for the M23 rebel group in eastern Democratic Republic of Congo, or the DRC. The 15-member council unanimously adopted a French-drafted resolution urging both the DRC and Rwanda to engage in diplomatic talks to achieve a lasting peaceful resolution. The resolution also called for the immediate withdrawal of all foreign troops from Congolese territory “without preconditions.” France’s permanent representative to the U.N., Ambassador Nicolas de Riviere, said the resolution sends “a clear message that there’s no military solution to the conflict in the east of the DRC.”
