The world continues to seek a way to halt the conflict in the eastern Democratic Republic of Congo, even as there are reports the M23 rebels are moving south beyond Goma. A reporter in Goma, the largest city in the eastern DRC, reports many areas are relatively calm. The Trump administration has ordered a three-month pause on almost all foreign development assistance pending a review, but aid groups and human rights watchdogs warn the move will put lives at risk.
