President Joe Biden is using the first visit to Angola by a US president to promote Washington's investments in the sub-Sahara African nation. Elections in Africa are often marked by high stakes and heightened tensions, which is decidedly unhealthy for voters. In recent days, millions of people in southern Africa were hit with long electricity blackouts, a crisis authorities blame on mismanagement and corruption, but also on climate change.
