U.S. President Joe Biden plans to expel Uganda, Gabon, Niger and the Central African Republic from a a special U.S.-Africa trade program with benefits. Ambassador J. Peter Pham, fellow at the Atlantic Council’s Africa Center, told VOA's Carol Van Dam the four will likely be expelled for one or more reasons.
