South Africa’s Ramaphosa Faces Pressure Over Possible Putin Visit

A new report says South African President Cyril Ramaphosa has appealed to the International Criminal Court to excuse him from arresting Russian President Vladimir Putin should he attend the upcoming BRICS summit. Reuters News Agency said Tuesday President Ramaphosa believes that to arrest Putin would amount to a declaration of war. The agency says President Ramaphosa was responding to a court case brought by the opposition Democratic Alliance to compel the government to arrest the Russian leader. Professor Sipho Seepe, former Deputy Vice-Chancellor for Institutional Support at the University of Zululand, tells Daybreak Africa host James Butty, this is the second time a South African government has asked the local court to intervene in an ICC arrest warrant.
