Mali’s long-delayed constitutional referendum took place on Sunday. It is too early to tell whether the ‘Yes’ or ‘No’ supporters would carry the day until all votes have been counted. The African Union says the referendum would pave the way for elections in February 2024. Some Malians say the new constitution would give too much power to the president. Moussa Kondo, executive director of the Sahel Institute, a group dedicated to promoting and consolidating democracy in the Sahel region, tells VOA’s James Butty, turnout in the capital, Bamako and other cities was low.
