Chad is counting votes following Sunday’s constitutional referendum to prepare the country for elections and a return to civilian rule. According to the French News Agency (AFP), the “yes” vote supported by military government is in favor of Chad being a unitary and centralized state. Whereas the “no” vote would like for Chad to be a federation. Clement Abaifouta, president of the Chadian Association of Victims of Political Repression and Crime – which investigates abuses committed by then-President Hissene Habre, tells VOA’s James Butty, voting went smoothly on Sunday in the capital, N’djamena.
