Juba Gas Stations Defy Shutdown Order [3:39]

Some gasoline stations in Juba residential areas have defied a government order to shut down. One Juba resident says the Central Equatoria State government is doing very little to implement the order. But the state government’s security advisor says two people were arrested for violating it.
