License Plate Tracking System Unveiled in Uganda

A Human Rights Watch report has raised concerns on privacy rights and freedom of expression after Uganda debuted a new license plate surveillance system. The system allows the government to track the locations of all registered vehicles in real-time, including foreign cars temporarily in the country. Vehicle owners must also pay a registration fee to obtain new plates with tracking devices provided by Uganda Telecommunications Corporation Ltd. VOA's Paul Ndiho spoke to Oryem Nyeko, a Ugandan researcher at HRW, about the system and its impact.
