South Africa this week issued blanket diplomatic immunity to all leaders attending the BRICS summit, to be held later this year. This means Russian President Vladimir Putin, who has been issued an arrest warrant by the International Criminal Court, could attend the BRICS summit in Pretoria without concerns.
