VOA's senior diplomatic correspondent Cindy Saine reports that the State Department says U.S. Special Envoy for the Horn of Africa Jeffrey Feltman will travel to Ethiopia Thursday and Friday, after rebel forces from the northern Tigray region said they were moving toward the capital and the government in Addis Ababa declared a state of emergency.
