Kenya Bans New Somali Refugees

Record drought in the Horn of Africa has forced thousands of Somalis back to Kenya's Dadaab refugee camp in search of relief. Humanitarian agencies say returning refugees has been a cyclical issue, but this time those who have returned are finding themselves locked out of aid programs because Kenya has banned registration of new refugees over security issues.
