U.S. President Joe Biden Tuesday returned to the White House after contracting COVID-19 and announcing that he will not be seeking re-election — developments that happened while his deputy, Vice President Kamala Harris, launched her bid to be the Democratic candidate who will face former President Donald Trump in November.
