In 1991, when the Tigray People’s Liberation Front took power after an armed struggle, one of the core principles it instituted was an ethnic-based federalism, but an expert says there are drawbacks to the system. Nigeria and Cameroon say they will no longer seek a court ruling demarcating their disputed border.
