Sierra Leone is on the verge of abolishing the death penalty. For Daybreak Africa, VOA's James Butty spoke to deputy justice minister Umaru Napoleon who said President Julius Maada Bio’s administration will soon submit a bill to parliament to fulfill a campaign promise to preserve life.
